While some of the areas have cement walkways, there are some that have earth or gravel paths, so I am not sure that everything is completely accessible. This located adjacent to James Madison University, so it's busy and parking is scarce.

Yes, the arboretum even provides doggie bags at the kiosks.

Yes , there is a path around the lake that it easy to manage with a stroller.
