Yes there are restrooms but I did not use them so cannot comment on the cleanliness. Sounds like others answered as well and they had used the facilities

There is a small fee (a few dollars). Some parking...kids might like it. Doesn't take long to see it (half hour to an hour, tops). Avoid hottest part of the day if possible. Bring water.

I would rent a Taxi there. They drive you around the city to what ever is that you want to visit.
