The U.S. Fifth Circuit Court of Appeals found that the state’s voter ID requirements for mail-in ballots do not violate the Civil Rights Act.

Unanimous ruling from a three-judge panel is a setback for civil rights groups. A federal appeals court has ruled that Texas may enforce a state law that invalidates mail-in ballots submitted without a voter’s state identification number or partial Social Security number.
