Documents reviewed by Reuters make clear that the system, which is expected to be in place by Super Bowl Sunday, will offer little protection against vehicle attacks at any significant speed.

Shamsud-Din Bahar Jabbar, 42, has been identified as the suspect who drove a car into a crowd of people along Bourbon Street around 3:15 a.m. on Wednesday morning. Jabbar was shot and killed by officers after opening fire on them during the attack. Two New Orleans police officers were injured.

"There has been a mass casualty incident on Canal and Bourbon Street. Get yourself away from the area," NOLA Ready said.
