New Orleans City Council members have approved a controversial proposal for a new hotel on Elysian Fields Avenue.

NEW ORLEANS — Randall Rose, better known as Mr. Randy, is usually working the front door at the Roosevelt Hotel in downtown New Orleans. Randy is known for greeting guests with a smile.
