Vietnam's Party General Secretary and President To Lam was decorated with the Order of Jose Marti, the highest honor of the Cuban Party and State, at a ceremony chaired by Cuba's First Secretary of Party Central Committee and President Miguel Diaz-Canel Bermudez in Havana on Thursday (local time).
