Organizers behind the market say they have about $3 million in public and private investment, but they're asking the state of Oregon to pitch in $10 million more.

This year's performers include the legendary hip-hop collective The Roots and rising Australian duo Royel Otis. Tickets go on sale at 10 a.m. on Friday, Feb. 14.
