The project would create a seismically resilient crossing over the Columbia River to connect Portland and Vancouver.
The Oregon Transportation Commission will decide this month whether to continue the project on its current timeline and allocate more funds for it.
The idea is that 4th is the northbound couplet to SW Broadway, as envisioned in the Central City in Motion Plan adopted by Portland City Council in 2018.
